<p>But on Sunday, the first round of France’s presidential elections, Mr. Kahn, a 30-year-old strategic planner and graduate of one of France’s top business schools, will be voting for Jean-Luc Mélenchon, a former teacher and Trotskyist, whose party, the Front de Gauche, groups a hodgepodge of former Communists, environmentalists and anti-globalists disheartened by a presidential race that many voters feel is out of touch with their bread-and-butter concerns about jobs, the rising cost of living and the future of their state pension and health care benefits. </p>

			<content:encoded><![CDATA[<p>Paris has overtaken London to become the number one city in Europe for property investment while Moscow has overtaken Berlin as the number six city, according to global property adviser CBRE.<span id="more-478"></span></p>
<p>With the onset of the financial crisis in the third quarter of 2008 foreign investors largely abandoned Russia and have not yet returned in significant numbers. Domestic investors account for the majority of commercial real estate investment in Russia.</p>
<p>But according to Christopher Peters, director of research at CBRE in Russia once foreign investors recover their appetite for Russia her place in this table will rise further.</p>
<p>The Russian real estate investment market as a whole recorded €1.684 billion of activity in the fourth quarter of 2011. Together with the second quarter of 2011 with investment of €1.790 billion, these were the highest quarterly volumes seen in real estate investment since before the onset of the financial crisis.</p>
<p>A surge in investment activity in the final quarter of 2011 meant that investment in Paris jumped from €3.6 billion in the first half of the year to €7.9 billion in the second half, resulting in the first change in the top two of the rankings since CBRE began compiling the list in 2004.</p>
<p>But investment in central London in the second half of 2011 was far from subdued at €7.8 billion. Although failing to match the very high total recorded in the second half of 2010.</p>
<p>The French real estate investment market as a whole recorded €6.5 billion of activity in the final quarter of 2011. This was the highest quarterly turnover for France since the third quarter of 2007 and was ahead of every other market in Europe during the final quarter of 2011 except the UK, which saw an estimated €8.3 billion of investment activity.</p>
<p>Investment activity in France was heavily biased towards the Paris office sector and included large portfolio and single asset deals.<br />
‘Investor sentiment in Europe has been heavily influenced by the sovereign credit rating downgrades and the lack of a solution to the Eurozone crisis. This has driven European investment activity towards the Nordic markets and German cities in particular,’ said Jonathan Hull, EMEA head of capital markets at CBRE.</p>
<p>‘Despite this trend, the Paris and Central London markets remain central to Europe’s investment market and the degree of foreign investment from outside of Europe is testament to the enduring attractiveness key cities,’ he added.</p>
<p>The other European markets in CBRE’s top 10 closely match the economic trends that have been seen across Europe recently. Three German, Munich, Frankfurt and Berlin, features, reflecting the strong economic growth that has been seen in Germany over the last couple of years. Another German city, Hamburg, was in eleventh place on CBRE’s list.</p>
<p>The Nordic region also outperformed in terms of economic growth, with three cities, Stockholm, Oslo and Copenhagen, featuring in the top 10 as Scandinavian investment and that from elsewhere in Europe increased significantly, while investors from Australia and Canada were also prominent.</p>
<p>Strong investor interest in the Central and Eastern European (CEE) region has resulted in both Moscow and Warsaw featuring in the top 10, as was also the case in the first half of 2011.</p>
<p>Direct commercial real estate investment in Europe in the second half of2011 reached €62.9 billion, just shy of the €63.1 billion that was transacted in the second half of 2010, but 14% up on the first half of the year.</p>
<p>Total investment activity in Europe reached €118 billion in 2011, a 7% increase on 2010, with a pick up in cross border activity accounting for 41% of the market in the second half of the year compared with the first half.</p>

			<content:encoded><![CDATA[<p>A third bullet hit him squarely in the back of the head that day in 2006. Paris hit the ground in the back of an old, abandoned house on Detroit’s west side. He was disoriented, but looked up at the sky and realized he was still alive.<span id="more-475"></span></p>
<p>His first thoughts weren’t of fear, or dread, about the consequences of being shot multiple times. Rather, the promising young boxer was angry he hadn’t listened to his father.</p>
<p>“The first thing that popped into my head was, ‘Pops just told me not to hang with these people,’ ” he said. “He had just told me, and then I let them get me. I let them get me. I was hit in the back of the head, and I thought I was done, and I said to myself, ‘I should have listened to Pops.’ ”</p>
<p>Paris, 24, has survived a tumultuous life to make it to a point where, on Saturday in Brooklyn, New York, on the NBC Sports Network, he’ll fight ex-champion Zab Judah in a 12-round bout for the No. 1 contender’s spot at super lightweight.</p>
<p>It’s been quite a career. Paris is 26-0 with 15 knockouts and three no contests, moving him to within a win over Judah from getting a shot at the International Boxing Federation 140-pound title.</p>
<p>Carlos Llinas, who signed him to a promotional contract on the boxer’s 18th birthday, is convinced Paris’s indomitable will to win will lead him to a title. Llinas calls Paris his “Miracle Man,” and said every time he hears Paris speak, he thinks of some crazy episode or another from his life.</p>
<p>It’s a movie, waiting to be told, though it’s up to Paris now to give it the happy ending.</p>
<p>“You know, Vernon is a talented guy and if he came from different circumstances and had that powerful promoter and the connected people around him taking care of him, he’d already have a championship and done who knows what in boxing,” Llinas said. “We’ve had some very big fights, fighting on national TV and winning, and now we’re fighting to be No. 1 in the world.</p>
<p>“But the lows this kid has had, man. The lows were like nothing I’ve ever seen, or could imagined. Forget about getting close to getting the title, I can’t believe that Vernon is still here and talking to you today. That’s as big of a miracle as anything.”</p>
<p>It was July 25, 2006, and Paris was 18 years old. He was an unbeaten boxer with dreams of glory that seemed about to die with him in the back of a crumbling home in one of the country’s most notorious neighborhoods.</p>
<p>Paris had talent – lots of it – but there had always been questions about his dedication and commitment. He lived in one of the most crime-ridden areas in the country, where shootings are a way of life, and the police seemed powerless to stop it.</p>
<p>Llinas signed him amid a slew of scepticism.</p>
<p>“When I signed him, so many people came up to me and said, ‘Why would you do that? He’s going to be dead or in a jail cell in six months,’ ” Llinas said.</p>
<p>As it turns out, the sceptics were correct, or just about.</p>
<p>Only seven months after turning pro, Paris said he was lured to the abandoned home by two boxers he had handled fairly easily in sparring a bit earlier.</p>
<p>When he got there, he quickly realised he wasn’t making a social call. Other men were waiting for him. This was a set-up. Paris walked out the back door of the house and was shot in the center of the back of the head, about three inches above his hair line.</p>
<p>Several more shots were fired. Paris fell and braced for a series of bullets into his back that he figured would probably end his life.</p>
<p>But the shots never came. Paris looked up and saw the four men who had shot him running away.</p>
<p>And then it dawned on him, “I haven’t died.”</p>
<p>He moved his head ever so slightly as the bullet flew at him. The force of the bullet knocked him down, but because of the angle of his head, what should have been a lethal shot simply ricocheted away.</p>
<p>Paris lay on the ground a moment, then struggled to his feet, oozing blood. A second bullet struck in the center of his back, an inch or so from the spinal cord. A third bullet lodged in his groin, close to his scrotum.</p>
<p>Paris struggled to his feet and ran 13 blocks to his neighbourhood. He went into the front door of a pharmacy and collapsed in a heap.</p>
<p>It was 45 minutes until an ambulance arrived to take Paris to a hospital.</p>
<p>“The details of this kid’s life are horrible, and when you hear about him being shot in the head and stabbed all over his body, those are only two incidents,” Llinas said. “There are so many things that have happened, we’d be here talking forever. I could tell you things that would curdle your blood, trust me.</p>

<p>The prosecutor&#8217;s office said Thursday it has asked police to investigate claims filed in France. The Ministry of Justice had already asked the Paris office to handle all of the complaints, regardless of where they were originally filed.</p>

<p>More than 450 French citizens were aboard the Concordia when it ran aground Jan. 13 off the Tuscan island of Giglio after the captain deviated from his planned route and struck a reef. The captain risks being charged with manslaughter, causing a shipwreck and abandoning the ship before all those aboard were evacuated.</p>

<p>The capsize of the giant luxury liner is also posing an environmental hazard to pristine Italian waters. A thin film of oil has spread from the cruise ship as waves battered the wreckage Wednesday.</p>

<p>The ship contains about 500,000 gallons (2,400 tons) of heavy fuel and other pollutants, and fears have grown that those chemicals could damage an area that is home to dolphins, whales and other marine life.</p>

<p>Authorities hoping to pump fuel soon from the ship but bad weather has prevented those efforts from beginning.</p>
